The Oceania Football Confederation (OFC) is one of FIFA’s six continental confederations and the governing body for football across Oceania. Bringing together 13 Member Associations, OFC is committed to developing, professionalising and promoting football in Oceania. OFC delivers a diverse portfolio of World Cup qualifying competitions, development programmes and strategic initiatives including the OFC Professional League launched in 2026.
About The Role
Reporting to the General Secretary, the Head of Legal and Compliance leads and manages OFC’s Legal and Compliance Department and acts as the principal advisor to the General Secretariat and OFC’s statutory bodies.
You’ll provide strategic legal, governance, integrity and compliance leadership across OFC, ensuring the organisation operates in a lawful, compliant and ethical manner while protecting OFC’s legal and commercial interests.
This is a broad and influential leadership position spanning governance and regulatory frameworks, integrity and disciplinary matters, commercial contracting, intellectual property, privacy, regulatory compliance and organisational risk.
Key Responsibilities
Your responsibilities will include:
- Leading and developing the Legal and Compliance team and overseeing the department’s strategic and operational work programme
- Providing strategic legal advice across OFC’s governance structures, Statutes, Regulations, Codes and Policies
- Advising OFC’s leadership, statutory and judicial bodies and Member Associations on complex governance, regulatory and legal matters
- Overseeing integrity, ethics and disciplinary matters, including complaints, investigations, match integrity and anti-doping
- Leading the drafting, review and negotiation of commercial contracts, strategic agreements and complex legal matters
- Overseeing intellectual property and brand protection, privacy and data protection, disputes and litigation
- Leading OFC’s legal, compliance and risk-management frameworks, including supporting the Audit and Risk Committee and managing external legal advisers.
About You
You’ll be a seasoned legal professional with strong commercial judgement and the ability to provide practical, trusted advice at a senior level.
To succeed in this role, you will bring:
- A Bachelor of Laws (LLB)
- A current New Zealand Law Society practising certificate, or the ability to obtain and maintain one
- 8+ years of legal or compliance experience
- Demonstrated experience drafting and interpreting constitutions, regulations, policies or comparable governance instruments
- Strong commercial contract drafting and negotiation experience
- Experience advising senior leaders and governance bodies on complex or sensitive matters
- Excellent legal analysis, written communication, advocacy and report-writing skills
- Strong judgement, integrity and the ability to manage sensitive matters and risk
- Strong stakeholder management and influencing skills
- The ability to lead, coach and develop others and contribute to a positive, collaborative and high-performing team environment.
Experience or knowledge in the following areas would also be advantageous:
- Experience in sport, a membership-based organisation, an international federation or similarly regulated environment
- Knowledge of football governance and the international football regulatory environment
- Experience managing complaints, investigations, disciplinary proceedings or safeguarding matters
- Knowledge of intellectual property, privacy and data-protection law
- Experience working across multiple jurisdictions and with culturally diverse stakeholder groups
- People leadership or legal function management experience.
