Description

The Technical Officials Development Officer is responsible for leading and coordinating the development, education and ongoing support of technical officials across all community levels within Keilor Basketball Association (KBA).

The role is responsible for:

  • Coordinating the recruitment, education, training and development of referees and technical officials across all KBA competitions and programs.
  • Managing and providing leadership, direction and support to Referee Supervisors, ensuring consistent standards of referee education, coaching, feedback and development across KBA competitions.
  • Supporting the Technical Officials Coordinator, particularly in relation to the development, education and operational requirements of Big V and NBL1 scoretable officials.
  • Overseeing and supporting the administrative operations of the Technical Officials Program, including referee development pathways, accreditation, compliance, communication and program planning.
  • Coordinating development opportunities with Basketball Victoria (BV) and other relevant organisations, including courses, accreditation programs, tournaments, referee coaching and representative opportunities.
  • Supporting the delivery of technical officials for external hirers, tournaments and other KBA events, where required.

The role provides leadership and essential coordination across KBA competitions and programs, Basketball Victoria, external hirers and technical officials development programs. It is responsible for ensuring the Technical Officials Program operates in accordance with BV standards, accreditation requirements and KBA policies, while creating a positive, professional and well-run officiating environment.

A key focus of the position is establishing a strong and sustainable technical officials pathway, supporting officials from entry-level participation through to higher levels of accreditation and representative opportunities, while developing a positive culture of education, accountability, leadership and continuous improvement across the KBA officiating community

Key Ares of Responsibility:

Referee Development

  • Lead and coordinate the development of referees across all KBA competitions and programs, providing structured education, coaching and development opportunities that support officials from entry-level through to senior and representative pathways equally.
  • Plan and coordinate Referee Education courses in conjunction with Basketball Australia and Basketball Victoria’s requirements and standards
  • Coordinate the assessment and upgrading of referees, ensuring decisions are supported by appropriate observations, documented feedback and consistent assessment standards
  • Maintain appropriate referee development and accreditation records and provide regular updates on participation, progression, course outcomes and development priorities to all required parties, including Basketball Victoria
  • Develop and support Referee Coaches and Mentors to strengthen KBA's capacity to provide consistent and effective referee education
  • Work closely with Referee Supervisors, Referee Coaches and senior officials to ensure consistent coaching, observations, and feedback across venues and competitions.
  • Facilitate nominations and development opportunities for Basketball Victoria courses, tournaments and other referee programs fairly with input from Referee Supervisors or Referee Coaches when appropriate
  • Ensure KPIs are met to KBA operational staff satisfaction

Technical Officials Program Administration

Provides administrative support to the KBA competition, including the overall administrative function of the Technical Officials Program, ensuring compliance to policies, smooth operations, and clear communication.

Duties include:

  • Oversee registration and compliance requirements for all officials, including
    • WWCC
    • BVTO License Status
    • Accreditation/qualification records including grading information
  • Maintain accuracy of required data in RefBook and Stack TeamApp ensuring that registrations are up to date and communication channels are accurate.
  • Administer program planning, coordinating and communicating workshops, meetings and development activities.
  • Attend to enquiries, supervisor reports and complaints professionally and escalate where appropriate.
  • Coordinate and deliver social events for the membership.
  • Operational delivery of referee-related merchandise sales through the online ordering platform, including stock control.
  • Prepare management reports relating to appointments, compliance, attendance trends and other key metrics as requested.
  • Other reasonable administrative tasks as required by the Operations Manager or KBA senior management.

Appointment Responsibility

Friday Night VJBL Appointments (Seasonal)

The officer will assist with Friday Night VJBL referee appointments during the Basketball Victoria season.

Duties include:

  • Complete weekly Friday Night VJBL referee appointments using RefBook in accordance with Basketball Victoria requirements.
    • Monitor referee availability and manage appointment changes where required.
    • Liaise with the Friday Referee Supervisors and BV EDOs regarding appointments.
    • Ensure appointments are published accurately and within required timeframes.
  • Expected Time Commitment
    • Approximately 2 hours per week during the VJBL season.
    • This responsibility commences in November, pauses during the Christmas/New Year break, and resumes at the beginning of February until the conclusion of the season or until the end of the term

Venue & Competition Operations

Provides operational support for all external venues operating Keilor Basketball Association competitions.

Duties include:

  • Complete weekly Competition Supervisor rosters, ensuring adequate coverage and adherence to budget parameters.
  • Provide regular operations reporting to management.
  • Any other reasonable venue-related tasks as requested by the TODO or senior management.

General Administration

  • Prepare and submit management reports as directed.
  • Ensure confidentiality, professionalism, and accuracy in all administrative tasks.
  • Perform additional reasonable duties as directed by the Technical Officials Development Officer or senior management.

Essential Requirements

  • Strong administration and organisational skills with high attention to detail.
  • The ability to manage deadlines under pressure in a fast-paced, dynamic environment.
  • Strong written and verbal communication skills.
  • Confident computer skills, including Excel, Word, and communication platforms, and the ability to learn new platforms.
  • Understanding of Child Safety, Member Protection requirements, and secure handling of sensitive information.
  • Current Working with Children Check (or willingness to obtain).
  • Willingness to work evenings and weekends to support competition operations, as required
  • Ability to work both independently and collaboratively.

Desirable Criteria

  • Prior experience in referee scheduling and/or sports administration.
  • Familiarity with Basketball Victoria’s officiating structures and systems.
  • Experience with Refbook and Stack TeamApp
