OBJECTIVE
The Regional Training Manager (RTM) reports to both the General Manager of Oceania Rugby and World Rugby’s Head of Education, Laws and Compliance and will be responsible for the effective delivery of World Rugby’s Training and Education portfolio within Oceania Rugby and its member Unions.
The Regional Training Manager plays a key role in building the capability and capacity of member Unions by developing and deploying a suitably qualified regional training workforce of Licenced World Rugby Master Trainers, Trainers, and Educators to deliver a needs-based regional training programme and providing support to member Unions to enable domestic delivery sustainability.
PRINCIPAL ACCOUNTABILITIES
Regional Association Training and Education:
- Work collaboratively with Oceania Rugby staff and World Rugby’s Regional Partnership Manager to deliver against World Rugby Regional Association Investment targets
- Undertake an annual training needs analysis of the Regional Association’s competition function
- Develop, deliver, monitor and evaluate a needs-based training and education operational plan for the Regional Association’s competition function within allocated budget
- Work collaboratively with World Rugby’s Medical Education Manager(s), Medical Compliance Manager and Oceania Rugby’s Player Welfare Steering Group to ensure the Regional Association’s competitions meet the appropriate World Rugby Medical Education Compliance Standards.
Member Union Training and Education:
- Work collaboratively with Oceania Rugby Staff and World Rugby’s Regional Partnership Manager to ensure member Unions are investing appropriately in training and education and delivering against World Rugby Development Investment targets
- Undertake an annual training and education needs analysis for each full member Union of the region to inform a needs-based training and education operational plan
- Develop, deliver, monitor and evaluate a needs-based training and education operational plan within allocated budget
- Assist member Unions to develop and deliver their domestic (World Rugby portfolio) training and education plan supported by World Rugby’s Development Investment Programme
- Work collaboratively with World Rugby’s Medical Education Manager(s), Medical Compliance Manager and Oceania Rugby’s Player Welfare Steering Group to ensure medical education and injury prevention programmes are fully integrated into both the regional operational plan and member Union plans and that targets are met
- Review member Union’s training plans on an annual basis.
World Rugby Licenced Training and Education Workforce:
- Recruit, train, deploy, and quality assure a regional workforce of Licenced World Rugby Master Trainers, Trainers, and Educators across the current (and future) training and education portfolio
- Collaborate with member Unions to develop their delivery workforce to enable self-sufficiency in domestic delivery according to their categorisation.
World Rugby Education, Laws and Compliance Team:
- Support the development, continued validity, promotion and delivery of World Rugby’s Training and Education portfolio through attendance at meetings and conferences on request.
Others:
- Review and update Training and Education operational plan monthly
- Review and update progress against agreed KPIs quarterly
- Assist Oceania Rugby and its member unions to maximise Olympic Solidarity funding support for training and education activities
- Support the delivery of World Rugby partner organisation educational programmes e.g. World Wheelchair Rugby, World Academy of Sport, on request.
QUALIFICATIONS AND EXPERIENCE
- Active World Rugby Licenced Trainer (essential), Master Trainer (desirable)
- At least two years’ experience of working within a member Union/Regional Association
- Experience of:

- Fluent in English (second language advantageous)
- Experience of working with Pacific Island nations (desirable).

This position can be performed remotely from within the region, however close access to an International Airport is essential as there is significant travel and time away from home required.
